Miami Mental Health Business Owner Sentenced in Health Care Fraud By Tod Aronovitz | 02/27/13 | 0 Comment

Armando Gonzalez of Miami, former owner of Health Care Solutions Network Inc. (HCSN), was sentenced to 14 years in prison and ordered to pay $28 million in restitution for health care fraud, according to the U.S. Department of Justice.

HCSN offered partial hospitalization program (PHP) services at three community mental health care centers in Miami-Dade County and one other center in Hendersonville, N.C. PHP services typically involve intensive treatment for severe mental illness.

The Justice Department alleges the following fraudulent activities:

  • Treatment of Medicare patients with medically unnecessary PHP services
  • Falsification of patient health care records
  • Payment of cash kickbacks to recruiters who referred patients
  • False billings of $63 million to Medicare and Florida Medicaid

Psychiatric Consulting Network Inc. (PCN), a Florida corporation, is also named as a HCSN subsidiary that was used to launder fraudulent health care payments.

Several other individuals allegedly involved in the schemes are scheduled for future trial dates.
